No Grounds For Mid-Term Elections

“There are no economic, political or legal grounds” in Ukraine today for mid- term parliamentary elections, Volodymyr Lytvyn, chief of the Presidential Administration, said on May 16, addressing a seminar for Ukrainian media representatives in Kyiv. Simultaneously, the Administration chief noted that the past referendum in Ukraine had forced a number of political parties and politicians to reanimate the idea of mid-term parliamentary elections, for many parties “are not sure” they will be reelected to Parliament in the next elections scheduled for 2002.

Mr. Lytvyn also said Leonid Kuchma will sign a decree in the nearest future on the formation of a commission to draw up documents about instituting a bicameral parliament in Ukraine. Speaking about implementation of the results of the public-initiated national referendum, the administration chief expressed confidence that Verkhovna Rada, “adhering to all legislative procedures,” would make this decision “before the end of 2000.”

Speaking about the 2001 budget, Mr. Lytvyn stressed Mr. Kuchma will “never” sign it if it were patterned on the budget of 2000. He explained this stand of the head of state by the fact that the current budget “levels off business activity” of the regions, reminding the journalists that at present all Ukrainian regions, except for Crimea and Kyiv, are being subsidized. In this connection, Interfax-Ukraine reports, the chief of the Presidential Administration stressed the necessity of passing a budget resolution, based on the new Tax Code, before the end of the current parliamentary session. He also pointed out that work on the Tax Code “is lagging behind very much.”
