1864: Russia’s first district credit bank is founded in Kherson.

1917: An emergency session of the Small Rada of the Ukrainian National Republic passes the amnesty bill.

1927: The 15th congress of the VKP(b) is convened; it adopts directives on a five-year plan and sets course on collectivization.

1960: The world’s largest open hearth furnace is launched at the Lenin Steelworks in Kryvy Rih.

1971: CC of the Communist Party of Ukraine adopts a resolution on the construction of the Memorial of Glory architectural complex in Kyiv.

1998: A jubilee session of the General Assembly of the National Academy of Sciences of Ukraine takes place in Kyiv, in commemoration of the academy’s 80th anniversary.

2004: President Leonid Kuchma of Ukraine addresses a conference of the government’s economic bloc, calling for immediate political reform and presidential elections.
