1794: The City of Odesa is founded.

1913: The 1st All-Russia Olympiad begins in Kyiv.

1918: The Presidium of the All-Russia Central Executive Committee institutes the highest Red Army rank: Commander in Chief of the Armed Forces of the Republic.

1919: Symon Petliura, the Chief Otaman of the UNR Army, addresses the Ukrainian citizenry, urging aid in supplying the army with clothes and footwear.

1930: The All-Ukraine Central Executive Committee and the Council of People’s Commissars of the Ukrainian SSR adopt a decree on an administrative reform in Ukraine replacing the okruh with a two-level center-district/raion system.

1943: Troops of the Voronezh Front liberate Sumy as part of the Kyiv offensive.

1947: The US and Latin American countries sign the Inter-American Treaty of Reciprocal Assistance in Rio de Janeiro.

1993: Russia and the US sign an agreement combining the main clauses of their manned spaceflight programs.
