Where there is no law, but every man does what is right in his own eyes, there is the least of real liberty

Kyiv Being Prepared for “Extraordinary Situation”

21 September, 1999 - 00:00

The minister said that the security enhancement measures would be carried out by all law enforcement and security structures. As to the Ministry of Internal Affairs, “It will ensure the guarding of nuclear power stations, while the specialized guard branch will take care of water reservoirs. Police on patrol will be reinforced.” And starting September 15, more servicemen will be detailed for patrol duty not only in the police but also in the National Guard. Subject to revision are guard provisions for military bases, city and district police, and Security Service stations.

In addition, house maintenance office executives, together with police officers, should take stock of storage facilities, basements, attics, and offices (and also find out what materials are being stored, on what grounds they are to be handed over to others, etc.).

Law enforcement officers, according to the interior minister, will be especially vigilant about individuals who come to Ukraine from “critical” territories. “We all understand that pressure from the Russian Federation's repressive machinery could stimulate Ukraine-bound migration processes, so some preventive measures will be taken,” he pointed out.

The Day was told on September 15 at the Kyiv city police department that relevant measures will be worked out in Kyiv in conjunction with representatives of the city and district administrations. Moreover, the Kyiv police hope that “Ukraine will not become a coveted object in somebody's political or other interests.”

At the same time, cops on the beat in downtown Kyiv admitted to The Day's correspondent that they had been working on a tightened schedule for a long time.
