LEONID KUCHMA HAD TO AGREE WITH YEVHEN MARCHUK...

Interfax-Ukraine reported last week that President Kuchma signed the VR-approved Law "On the Temporary Ban on Raising the Prices and Tariffs of Housing, Municipal and Public Transport Services Rendered to Citizens of Ukraine."  Parliament overruled the President's veto on the bill, as challenged by Verkhovna Rada's Committee for Social Policy and Labor, headed by Yevhen Marchuk. The Committee motivated its objection by the fact that most citizens of Ukraine cannot even afford existing prices because of chronic back wages and pensions. At present, the populace pays 80% of the actual housing and municipal costs. The newly enacted law forbids local councils to revise set tariffs until complete redemption of arrears on wages and social payments.
