MAYOR IS NEEDED, TAKE IT OR LEAVE IT

Elections to the local councils will take place March 29. But the administration is blocking the elections in Kyiv and Sevastopol due to its own interest. In particular, President Kuchma vetoed the law on elections in these cities. Kyiv ex-mayor Ivan Saliy comments on the situation:

"What is happening around elections is another proof, that laws should be read and fulfilled. For instance, there is no point in the Constitution speaking about the Central Elections Committee, which voted for actual elections suspending in Kyiv and Sevastopol last Friday. The Ukrainian Constitution does not stipulate the power to launch or suspend elections in the country of either the President or CEC. They are basing themselwes upon the special status of these two cities. But in the whole world and in Europe in particular, the special status of a city gives it additional powers and not their elimination. We can conduct a city referendum on these questions, but I would like to underline once again: Kyiv does not need a presidentially appointed governos, what we need is the mayor, legal and supported by people's trust.
Our President should also coordinate economic and political reforms. Administrative reform should be launched toward municipalization. And the capital of the country is the best place to launch it. I hope the president and his team realize that."
