THE NATIONAL GUARD HAS BEEN CUT, BUT EXPORT QUALITY IS NOT YET ACHIEVED

Commander in Chief of the Armed Forces, President Kuchma confirmed a new organizational structure for the National Guards, according to which it will total 26,600 people. According to the National Guard press office, the service will consist as earlier of divisions with headquarters in Lviv, Simferopol, Donetsk, and Chuhuiv along with a number of brigades and the Kharkiv Military Institute. A new unit will be formed in Vysoka Pich, Zhytomyr oblast.

Everything seems clear, the National Guard will be cut in number due to lack of funds, what our generals love to call “optimization.” But there is a detail, which attracts special attention. According to the Agreement on Regular Forces in Europe, countries that signed this agreement should share information on arms, troop levels, and special service forces. But as of January 1, 1998, Ukraine informed its partners, that its internal troops number 42,460, frontier guards 37,427, and the National Guard 22,909. In 1997 Ukraine stated at the international level, that its National Guard had 31,000 troops, which means the service suffered an 8,000 cut in one year. Although it itself had no knowledge of last year’s cut.

No doubt, the Western countries, which have started to get used to being unable to predict us, will be surprised with the peculiar features of our military mathematics.
