Hrach Plans Presidential Run

Crimean Parliament Speaker Leonid Hrach announced his intention to run for President of Ukraine after 2000. He also said he might be forced to do that already in 1999. "If I remain the Crimean Parliament Speaker, I will run for president after the year 2000," the top Crimean Communist declared. "But if they remove me, I, as the first secretary of Republic Committee of the Communist Party, will be forced to announce my candidacy already next year," Hrach underlined.

No United Youth Move

After the World Congress of Ukrainian Youth Organizations had begun its work, the presidential chief of staff Yevhen Kushnariov declared that he was amazed with the quantity of youth organizations both in the Diaspora and Ukraine. According to him, such a situation is a result of the poor political structure of Ukrainian society. Youth organizations should follow political parties. Kushnariov expressed certainty that there will never be any united youth movement, because the organizations unite due to their either leftist or rightist orientation, refuting the thesis voiced by Prime Minister Valery Pustovoitenko at the congress about a single united youth movement. The chief of staff considers the combination of young people's political and professional interests to be the congress's main task, reports Rostyslav Martyniuk.

Exchange Operations Subject to 3% Fee

The President of Ukraine has signed edicts regulating notary activity and introducing a special fee on exchange operations, Interfax-Ukraine informs. The decree On Regulating Notarial Activity in Ukraine defines notarization as a non-business, nonprofit activity. The state notaries public are equal to state employees in terms of compensation and pension support. The other edict imposes that a special fee for operations at all types of exchanges except the stock and currency ones. The fee is also valid for certain notary services and is 3% of the sum stated in the contract. However, the fee may not be less than one untaxed minimum income (now Hr 17).
