During his meeting with officials and managers of enterprises in Kharkiv the Supreme Rada Speaker said that the whole period of development of our country starting in 1991 was a war of the International Monetary Fund vs. Ukraine
According to Mr. Moroz there is no economic program which can reorient Ukrainian economic development toward the effective use of its domestic potential. But there is another program which was elaborated abroad and adapted for our country with IMF money. The parliamentary speaker said that this program was enforced by 1992 by the government headed by then Premier Leonid Kuchma and wielding exceptional powers. Moroz emphasized that such decrees as those on trusts, the one on suspension of certain articles from the Pension Fund and others disfigured our legal system so much that despite all efforts made during the last four years, it will take at least two more years to restore things to normal.
"But even now," as Mr. Moroz puts it, "we can say that Ukraine lost World War III over the new division of the world."
