President to Parliament: Because of you I had to cancel my trip abroad

Because of the parliamentary crisis Leonid Kuchma had to cancel his trip to Salzburg to participate in a top-level Eastern and Central European economic forum, reports Interfax-Ukraine. The President considers that the situation in Parliament complicates certain pressing problems and requires priority measures to improve the overall economic situation.

The President's decision is not surprising as it is only natural for the Chief Executive to be concerned with what is going on in the legislative domain. Under the circumstances, however, it is common knowledge that this concern has a tendentious coloration; the Presidential Administration is one of the active players in the game in the legislature on Hrushevsky St. This is precisely the main reason for the President's canceled visit and not the need to "take measures to improve the economic situation in Ukraine." After all, it would not take longer than one workday to sign the edicts aimed at such improvements. Even the formal reasons for the President's concern could be questioned; he found the time to visit the presentation of the new Kazakh capital, did he not? While the miners were still on a sit-down strike in front of the Cabinet building.

Visits have been canceled before, for similar reasons, but the announcement was made for the first time. Thus, the cancellation (rather, the announcement) should be regarded as a purely political move. Its purpose (apart from traditionally blaming Parliament) is to signal Verkhovna Rada: "I am here and I will keep up the same policy."
