IS THE PRESIDENT RECRUITING ENFORCERS?

Major General Vilen Martirosian, Ukrainian Presidential social-legal advisor, told a UNIAN news conference that he had assumed command over what he called a "people's justice regiment" several days ago. It was a purely volunteer unit, he assured the audience, and its main task was to "assist Mr. Kuchma in purging his entourage, ridding himself of officials operating side by side and smearing his reputation."

The regiment's four battalions, the Major General went on to explain, are fully prepared to defend the rights of officers of structures having powers of coercion, war veterans, women and youth, and do so on short notice.

"The battalions will primarily protect the rights of ordinary people," he stressed. "We'll simply throw bribe-takers and other lawbreaking officials out of their offices, so they can learn their lesson well, and I don't see any other way out of the situation. I don't trust the courts, public prosecutors, or the Constitution..."

Mr. Martirosian further said that he intended to approach the President shortly to retire General of the Army Vasyl Durdynets as head of the National Investigation Bureau, and Kyiv Mayor Oleksandr Omelchenko.
