PRIME MINISTER BELIEVES TRAINING WILL CONVINCE TAX DEADBEATS TO PAY Enterprise directors and oblast administration heads who refuse to pay their debts to the budget will be fired

"There is an impression that the major part of directors have decided to take their time paying their taxes. But they should not expect that they will succeed. If the new owners showed disability to launch production and pay off their debts to the budget and pension fund, we need to reconsider the previous decision of the State Property Fund and find better owners for such enterprises," declared Prime Minister Valery Pustovoitenko at the civil defense field training in Pereyaslav-Khmelnytsky.

The Prime Minister also warned debtors to the pension fund that if the debt is not paid immediately, the enterprise's property will be seized through bankruptcy procedures.

According to Pustovoitenko, every enterprise manager should bear criminal responsibility for systematic tax and obligatory payments evasion. According to him, a special group has been formed to develop and take measures to combat the shadow economy.

Work to uncover the economic malfeasance contributing to the state budget deficit is already in progress.

Among the major debtors Pustovoitenko named Northern Ore Enrichment Plant with Hr 34 million, its Southern counterpart with Hr 21million, and the Alchevsk Metallurgical Plant with almost Hr 8 million.

The State Tax Administration has already received an order to prepare a list of enterprises, to management of which "strict measures" should be applied.

The NBU head Viktor Yushchenko considers the measures being taken by the government to fight debtors to be quite legal. He said in the interview with The Day, "We are failing to secure our parents' twilight years with money. When I think of this I understand that to change this situation any means are appropriate. Such an action will force directors and oblast governors to think about the situation in the country. They are responsible before the people just as much as the top officials are. Incidentally, Pustovoitenko's extraordinary measures have already been shown to have a positive effect."

Meanwhile, First Deputy Chairman of the State Tax Administration of Ukraine Fedir Yaroshenko declared that such financial "mobilization" will not bring the expected results. He underlined that as of August 11, 105,300 enterprises had debts to the state. As of August 1 the overall debt totaled Hr 8.5 billion including Hr 6.15 billion to the state budget.

Yaroshenko said the financial obligations signed by directors at the meeting of Cabinet in the Ukraine Palace total only Hr 288 million. Some oblasts managers and plants directors refused to sign the obligations.
