The most fundamental problem for Ukrainian society is to develop its social and political initiative. I mean the independence of citizens in deciding such issues. We have no shortage of ideas, rather a shortage of capabilities. This is because state policy in this country has never been oriented toward the human being, and it is very difficult to change this. We need a critical mass of people with initiative who will be able to implement their ideas. Then, the promised institutional reforms will take the right course, for no country in the world overcame any crisis using only command and administrative methods. The recent elections have shown that we have for the first time become familiar with the practices of political consensus characteristic of the civilized world. This gives cause for hope that they will start to pursue a policy of the majority. In case it is the policy of a real majority, then, owing to these factors, society will in principle overcome the crisis by itself. This all is actually the key issue, which will be and even now is urgent in Ukraine.
