A secret of an unexpected success

This is what The Day was informed about by the press office of the Association Information Technology Enterprises of Ukraine. Experts of the association opine that implementation of electronic data submission and payments for large and medium-sized enterprises significantly helped the Ukrainian taxation system to take the second place in the rating Doing Business-2013 among groups of factors which had been reformed the most. We remind our readers that the group “Taxation” moved 18 points up from the position 183 to 165.

According to the Association Information Technologies of Ukraine, implementation of electronic systems in other spheres of Ukrainian economy would significantly simplify doing business in our country and would give an opportunity to move higher in global ratings.

Main areas where information technologies should be used first of all are international trade (today Ukraine is on the 145th place in the rating), construction permits (183d place) and further automatization in taxation (165th) place. The global trend in enhancing international trade, for instance, is implementing systems of electronic submission and analysis of customs declaration forms and automated risks estimate. One way or another, those procedures have been implemented in 149 economies.

Experts believe that in taxation Ukraine should continue developing electronic data in the system. “The Ukrainian authorities represented by the State Tax Service of Ukraine displayed its readiness to implement information technologies not only to observe formalities but as a means of automatization of real business processes. We are especially pleased to see that this result has been assessed by Western experts,” executive director of the Association Information Technology Enterprises of Ukraine Viktor VALIEIEV remarked. “Implementation of information technologies has a double effect: it simplifies procedures and makes corruption impossible,” he emphasized.

Meanwhile the president of the Miratech Company Mykola Roienko is sure that in the next Doing Business rating Ukraine is likely to improve its positions in ownership registration since the corresponding electronic system of registration of rights and electronic cadastral register are to start operating since January 1, 2013.
