The Speaker’s Election: Everything so far is going according to plan

Both sides maintain that this is so. Perhaps only Rukh was not disillusioned with yesterday’s vote where its favorite, Yuri Kostenko, finished with 212 votes. It expected to do well but not to go over the top, and it did. Each candidate seems to be racking up similar pluralities, which is quite easily explained: Hromada is trying to remain on good terms with one and all in every situation as its long-terms strategy. Some even claim that it is high time for Hromada to put forward its own candidate who might now have a pretty good chance. Strangely, President Kuchma is calling together the leaders of the eight factions before the next vote. There are those in the Presidential Administration who say openly that the goal of this strategy is to muddy the waters even more. For the President, who has decided to reform the nation’s economy by means of decrees, still needs time to fulfill the conditions for getting the next loan. If, for example, a Speaker were to be elected today, the 1998 budget would then be in immediate danger. There is also another wrinkle: if certain circles convince President Kuchma on the need and feasibility of Viktor Medvedchuk... However, certain other circles view such a prospect without enthusiasm, preferring the role of presidential defenders.
