On the eve of German President Roman Herzog's visit to Ukraine President Leonid Kuchma addressed the nation in commemoration of the fifty-fifth anniversary of the Soviet victory at Stalingrad.

One can only welcome the fact that the President respects the nation's World War II veterans, but one cannot also help noticing the other side of the coin. Throughout his presidency he has never before recognized a single anniversary of a battle in that war. He recalled the "fraternal relations cemented during the Great Patriotic War for the Fatherland" only after he received Boris Yeltsin's support in the upcoming Ukrainian presidential elections.

Who was it that so lacked diplomatic tact, those who prepared for Herzog's visit to Ukraine or the Ukrainian President's image makers?
