Who Controls Cadre Policy in this Country?

Chief of the Presidential Administration Mykola Biloblotsky,
addressing a press conference in Kyiv, called "pure concoction" the media
information that he had seen Oleksandr Omelchenko and suggested that he
drop his mayoral candidacy and, instead, become a vice-premier in the Ukrainian
government, Interfax-Ukraine reports.

He confirmed he had really met Mr. Omelchenko on the eve of the elections.
However, the point of discussion was the tense political situation in Kyiv
on the eve of the mayoral elections, which, according to Mr. Biloblotsky,
"has also told on the economic situation in the city." "We spoke about
how to exercise control over the situation in Kyiv," he said. Mr. Biloblotsky's
statement may be treated as an attempt by the administration head (or the
President himself) to smooth over the conflict with the newly-elected mayor
of Kyiv.

Mr. Omelchenko himself commented at The Day's request on the rumors
that Mr. Biloblotsky had offered him the post of deputy premier seat in
return for his not running for mayor: "When Mr. Kuchma and I were in Cherkasy
oblast, I gave a clear reply: the proposal is good, and I could accept
it after my election victory, when Kyivans show trust in me and elect me
their mayor." Mr. Omelchenko assured us that neither the President nor
Premier had personally made such proposals. So who, if not Mr. Biloblotsky,
hands out deputy premier portfolios in this country?
