The Zhytomyr city executive committee summed up the results of the summer call-up. Of 3,500 young fellows examined by the draft board medical commissions 943 (27%) were found unfit for medical service. Half of these were diagnosed as afflicted with dystrophy (-22 height-weight ratio), others turned out to have a variety of diseases usually found in older individuals: cardiac, gastric, renal, hepatic, and pulmonary disorders.
In the end, 377 young residents of Zhytomyr (11%) passed muster. All this lends an expressly cynical touch to the resolution of the first convention of the Zlahoda All-Ukrainian Association of Democratic Forces. The document reads that “thanks to the consistent and well- balanced policy of President Leonid Kuchma, the course of social reforms is gaining momentum, capable of defending the independence and sovereignty of our country and secure the people a decent living.”
