Valentyn Symonenko, the head of the Parliamentary Accounting Chamber, considers that Ukrainian state budget is in catastrophic state. He noted in an interview with UNIAN that “it is essential to take radical, extraordinary, and immediate measures” in order to stabilize the situation. According to him, the more than thirty decrees, which the government has passed to fill budget coffers, has failed to improve the situation. He singled out barter operations, payment delays, and mutual write-offs as the main causes of the crisis. In 1997 the government allowed 13,000 mutual write-offs totaling Hr 3.5 billion, while Parliament had fixed this sum at Hr 200 million.
