DEBTS GROW PROPORTIONAL OPTIMISM Although the Finance Ministry promises to end them next year

Deputy Finance Minister Volodymyr Matviychuk declared in Parliament that the government will pay off all wage and pension arrears in 1999. Very good news, except that Mr. Matviychuk further admitted that such debts are noticeably on an upward curve, contrary to all good intentions and assurances. In his words, financing arrears constituted 65-70% of the scheduled quotas in June, meaning that these debts will not be paid by the end of the year given the current financing level.

How will all those not receiving even their miserable pay and pension survive this year? Leaving aside pensions (which entitle our pensioners to places of honor in The Guinness Book of Records, lowest living standard section), let us concentrated on wages and salaries. In May, the average figures were Hr 148.6, with Hr 100.35–105.17 in Chernivtsi, Transcarpathian, Volyn, and Ternopil oblasts, while a minimum consumer goods basket cost Hr 58.19–63.52–55.48–53.98, respectively. People visiting our markets can well imagine this “basket,” its size and contents, and how well one can live on it for a month.
