Gregory JEDRZEJCZAK: "This is Not Reform"

A country inhabited by 50 million clever people stubbornly moving toward
misery is how Ukraine was described by The Day's recent guest Gregory
Jedrzejczak, head of the World Bank office in Kyiv. He tried to find another
country acting similarly but could not.

Ukraine's biggest problem, Mr. Jedrzejczak believes, is the absence
of a clear-cut concept of further development. As for what is taking place
in the political and economic domains, the World Bank representative described
the process briefly: "This is not reform." He adds, "It is impossible to
start a private business in a country where the Tax Administration is the
principal weapon to be used against one's rivals and where you either give
bribes or get killed..." One finds it difficult to disagree with a man
who has dealt with our bureaucracy and corruption face to face.
