By early October it is planned to create an international consortium, which will be based on the Lynos (Lysychansk Oil Refinery, Luhansk oblast), with the participation of Ukraine, Kazakhstan, and other countries, Deputy Premier Anatoly Kinakh said at a Cabinet session.
According to Mr. Kinakh, during a recent visit to Kazakhstan, the Ukrainian delegation discussed crude oil and natural gas deliveries from Kazakhstan to Ukraine, and an agreement to this effect will be signed during a return visit by Kazakhstan President Nursultan Nazarbayev slated for September 17-18. Kazakh oil,which, said Kinakh, is planned to be used by Lynos as raw material. As reported by UNIAN, the creation of the international consortium aroused the interest of the Paris Lenders Club.
The Deputy Premier also said that the Lynos Company operates the best oil refining facilities in the CIS, and company contributions make up over 20% of the Luhansk oblast budget. Head of the Luhansk Oblast State Administration Oleksandr Yefremov told the session that with a minimal monthly production of 130,000 to 150,000 tons of oil, “the oblast cannot provide Lynos with more than 80,000 to 120,000 tons.”
