Five million of 22 million of able-bodied people in Ukraine are employed by state organizations, Deputy Prime Minister Serhiy Tyhypko announced at a recent briefing. Tyhypko is convinced that it is essential to cut the state employees in numbers (about 400,000 a year) so that by the year 2000 the Ukrainian government will be able to fulfill its budget. According to him, scheduled cuts (with paid support and assistance in finding a new job) will be much better than sudden firing. Tyhypko also reported that the state budget deficit was Hr 1.606 billion as of May 21.
