According to the report issued by Ukraine's Anti-Monopoly Committee, the national market of aviation kerosene and regional markets of storage of oil products are still dominated by several holding companies. A monopoly on the airplane fuel market is held by the Ukrainian/Dutch Krebo Ltd., whose founders include the state-owned Boryspil airport, the Kremenchuk-based Kremenchuknaftoorhsyntez refinery, and the Dutch Movida company. On local petroleum product markets, monopoly-holders are Vinnytsyanaftoprodukt, Kyivnaftoprodukt, Odesanaftoprodukt, Ternopilnaftoprodukt, and Cherkasynaftoprodukt trade/production company which operate of the market of light petroleum products, and the Eximnaftoprodukt, which operates of the dark petroleum products market.
The AMC report stresses that the share of domestic producers on the national oil products markets does not exceed 15%, since the bulk of oil which is processed at the Ukrainian refineries has been received under barter contracts. The share of imported oil products, says the report, is different in various oblasts of the country, depending on the proximity of those oblasts to domestic refineries and major oil pipelines.
