According to the Cabinet of Ministers of Ukraine, 100,500 small and medium enterprises and 3,000 cooperatives were operating in Ukraine in 1997. Most (63%) were registered in the oblasts of Donetsk, Dnepropetrovsk, Kharkiv, Zaporizhzhia, Luhansk, Lviv, the Crimea, and Kyiv. Small business employs 4% of able-bodied people and produced 10% of GDP, which is less that in any other European country. Among the registered small and medium enterprises, only 30% to 40% of them actually produce anything, according to InfoBank.
