Tax Administration Hunts Money

The State Tax Administration of Ukraine (STAU) is preparing proposals to
increase budget revenues at the expense of additional taxes on gambling
and advertising, STAU chairman Mykola Azarov announced. According to Mr.
Azarov, STAU thinks it advisable to raise the cost of a gambling license
to "a sufficiently high level, still acceptable to businessmen." Unofficial
sources say it is planned to double the price.

Mr. Azarov declared that the income of advertising agencies in 1998
came to about UAH 1 billion ($267 million), while the budget earned very
little from advertising activities. Mr. Azarov believes advertising and
gambling contain a "large reserve" to enhance budget revenues.

STAU also proposes to increase 30 fold the payment for certificates
licensing the import and export of, wholesale and retail trade in, audiovisual
items and phonograms, the STAU chief said. STAU estimates that this hike
will increase national budget revenues by UAH 80 million, Ukrayinski Novyny
reports.
