The Cabinet has confirmed a new method for filling treasury coffers.
For the public it will obviously be labeled a way of combating the shadow economy and of supporting the middle class. However, the latest government decree provides that citizens whose monthly income exceeds 1000 hryvnias are freed from paying contributions to the Pension, Chornobyl, Social Security, and Employment Funds.
In a word, the Cabinet uses these ill-famed funds as a recipient for enterprises to shed light on their real returns. Budget revenues as well as the funds themselves depend not least on the proportional growth of incomes. However, thus far the funds have been concerned only about themselves. As The Day's correspondent learned in one of Kyiv's district tax administrations, taxpayers who admit to incomes of over $500 per month can be counted on one's fingers.
