YES TO QUALITY, NO TO CERTIFICATION The certification system is paralyzing production

State standardization organs do not grant certificates for food products and food materials in any more or less developed country. Healthcare organs should deal with this issue, because they set norms for the acceptable content of harmful ingredients and make them public. If violations are detected, the manufacturer or importer becomes an object of strict legal sanctions. Under such conditions, making sure that the product meets the requirements of all existing norms lies within the field of his vital interest.

The introduction of a certification system in Ukraine will paralyze enterprises and production in general. Because before starting to make something, the entrepreneur will have to receive permission from a state official, a certificate. This is a so-called permit style, which retards the development of enterprises and business in general. The glacial and expensive certification system comes up with a paper which might have nothing to do with actual product quality. This system does not secure the mechanism of manufacturers’ legal responsibility for product quality. My conclusion is supported by world experience. Every manufacturer or importer should be registered with his products in a state registration list and should carry responsibility that his products meet all the requirements of state norms.

Seven other state departments do not support the State Standardization Committee’s viewpoint.

In all the years of independence the Ukrainian State Standardization Committee has not issued a single standard for technical products, which it is obliged to do. It has also accepted none of the existing foreign standards.
