PRESIDENT TEMPORARILY VETOES SALE OF EXPLOSIVES

On March 26, Ukraine’s President vetoed Parliament amendments to a number of laws related to production and sales of explosives. The changes envisioned allowing private companies to produce and sell explosives and to allow the sale of state-run explosive-making companies.

Such proposals, should they become law, would make it possible for companies of all forms of ownership to be involved in the production of explosives and would limit state control over their production and sale, since no mandatory licensing is foreseen for this type of business. The President made his approval of the measures conditional on the inclusion of provisions requiring mandatory licensing for the production and sale of explosives.
