State Tax Service completed work on the service that will allow citizens to fill out and submit income and property declaration to the Tax Office online starting from January 1, 2013.

Press service of the State Tax Service (STS) informed that in order to use the service tax payers must have electronic key signature and appropriate software provided free of charge. “The process of filling out the declaration will consist of three simple steps. First, the taxpayer will be asked to select a category: ‘individual entrepreneur’ or ‘citizen,’ then s/he will have to select to save the filled out form in either printed or digital format. After this, he can go directly to the completion of the document,” reads the report of the agency.

Besides, according to the report, after entering all the necessary data and indorsing the declaration by signature, it can be either sent to STS or saved for printing, depending on the desire of the taxpayer.

There already appeared a special banner on the official web portal of STS, where you can find detailed instructions on how to fill out declaration form and its supplements.

Tax service employees expect that the innovation will be quite popular among the tax payers because it will spare them from visiting the tax office. “Since declaration must be submitted in accordance with the place of registration, this service will be especially useful for those taxpayers, whose address of registration differs from their actual address. Digital signature can be obtained from the Center of Key Certification in STS and its regional offices for free and the program can be freely downloaded from the website of the STS,” was stated in the report.

Entrepreneurs, indeed, received the news with great enthusiasm. However, they found out about the innovation not from their tax inspectors but from the mass media. Business owner from Rivne (founder and owner of the company “Vesely Vinyk,” which provides cleaning services in Rivne) Zurab Kantaria told The Day that he carefully read on the official website about what Tax Service offers him as an entrepreneur and thinks positively of it. “Everything will be easy and simple, if it works the way it is stated there,” said Kantaria. He also added: “I am afraid that in practice they will spoil the good idea, the way they always do in our country. This idea sure deserves to be implemented.” According to the businessman, the service will save him a lot of time since it won’t be necessary to stand in lines for several hours. “When you submit your declaration in the last days you have to spend up to two or three hours in lines,” said Kantaria.

The businessman also noted that if the digital key and the software are, indeed, provided for free, he will totally support this. Kantaria said that when he heard about the innovation from the mass media, he was certain that the service will be paid. That’s why it was a pleasant surprise for him to learn about the warranty from STS that it will be provided for free.

However, as Kantaria noted, we will only be able to assess advantages and flaws of the new initiative from STS after it is tested in the field. He, in particular, hopes that he soon will be able to submit his annual report online too. “I have to submit it by February 10. I hope that I will get all the necessary papers on time in order to use this new opportunity,” said Kantaria.
