The bill On the Election of People’s Deputies on a Proportional Basis will be prepared for second reading by March 18-19. It is not ruled out that the election barrier will be changed, Interfax Ukraine reports permanent presidential representative in Verkhovna Rada Oleksandr Zadorozhny telling journalists. He also announced that two other bills had been submitted to the parliament’s Constitutional Committee dealing with the elections to bodies of local self-government. One of them, drawn up by Socialists Oleksandr Moroz, Yosyf Vinsky, and Mykola Melnychuk, was registered in parliament over a year ago. This draft suggests that elections to local government bodies be held on a proportional basis. In the words of Mr. Zadorozhny, there is an agreement that proportional elections will be held for all local government bodies, with the exception of village and urban-type village councils. The Socialists’ draft was updated considering this proposal. Speaking about the discussion of the bill On Electing the President of Ukraine, Oleksandr Zadorozhny stressed that a need exists for a return to “discussing the draft’s concept,” in part, the terms of conducting the election campaign. According to the presidential representative, at a meeting of the task group involving heads of SDPU(o) Viktor Medvedchuk, Communist Party Petro Symonenko, Socialist Party Oleksandr Moroz, and coordinator of the parliamentary majority Stepan Havrysh, the terms for the election campaign were discussed and established at 120 days.
