Short Course on Impeachment

By Vitaly PORTNYKOV, The Day
The laurels of American legislators, who caught their President red-handed
and for several months discussed his romantic relations with young intern
Monica, keeps the Deputies of the Russian State Duma awake. Since they
lack a Monica, the Duma Deputies are ready to accuse their President of
all possible sins: genocide of the Russian nation, collapse of Communist
empire and its army, aggravation of social problems - and all this intentionally,
of course. The Deputies do not even try to follow any logic. One of the
accusations hurled deals with the Chechnya war. And, incidentally, this
very paragraph has every chance of gathering the number of votes needed
to start the procedure, because Grigory Yavlinsky's faction is going to
support it. In favor also were members of the Yabloko [Apple] faction who
consistently spoke out against the military actions in Chechnya. And the
Communists? If they still blame Mikhail Gorbachev for his lack of determination
in the struggle against "nationalism," if the agreement concluded by then
Secretary of Security Council of Russian Federation Aleksandr Lebed with
the Chechnya leaders caused a burst of chauvinistic, excuse me, patriotic
emotions among Duma Reds...
However logic is not the main thing in this procedure. All that matters
is to start it, to show the electorate, still amazed that the presence
of Communist ministers in Primakov's Cabinet has improved nothing, that
CPRF [Communist Party of Russian Federation] is ready to struggle, to smash
"the occupation regime" to smithereens, and then, of course, a nobody will
become the secretary of a party committee.
"There is such a party," to quote Lenin, a party of total destabilization.
And it is neither the personality of Boris Yeltsin, nor the impeachment
that matters - it is the traditional Communist tactics, brilliantly stated
by Vladimir Lenin in his time (borrowed from Napoleon - Ed.): first
we start the fight and then we will see.
