PARLIAMENT PASSES LAW ON UKRAINIAN CAPITAL
The law also provides for the Kyiv City State Administration headed by the person appointed by the President. The State Administration is the executive power in the capital of Ukraine. Under the law, the Kyiv City Council may delegate some of its powers to the City State Administration.
While making comment on the law, Mykhailo Pozhyvanov, Mayor of Mariupol who ran for Mayor of Kyiv, said that this law is not safe from a presidential veto. In his opinion, top Ukrainian leaders hope the election of a mayor in Kyiv will not take place, for a strong city leader would not allow the finances and real estate managed behind the scenes and city property wasted. Mr. Pozhyvanov believes, however, that one will have to fight for the natural fulfillment of the right of Kyivans for self-government for a few months or perhaps a year.
