"During the years of independence, we have seen from our own example that no administrative pressure on language can lead to anything good, but there is no doubt that the state should be a patron of, protect, and promote its official language. But now a situation is quite possible in this country that a Ukrainian high school graduate can opt for university admission examinations in Russian. I do not envy the Ukrainian language under such circumstances. One should not forget that admission exams in Ukrainian are for many perhaps the only incentive to learn it, and, applying to a university, one has to in one way or another take an exam in the Ukrainian language. Otherwise, it will always remain marginal."
